CIAQC - Construction Industry Air Quality Update

1.  California Air Resources Board (CARB) releases updated overview of the Off-Road Diesel Vehicle regulation.  The overview summarizes the new timelines and performance requirements approved by the CARB board in December 2010.  The overview also outlines the requirements currently in effect and being enforced now.  Click here to view a copy of the Off-Road Vehicle Regulation Overview.

2.  South Coast Air Quality Management District (SCAQMD) releases Program Announcement for $60 million available in incentive funding for the SOON (Surplus Off-Road Opt-In for NOx) Program.  The primary purpose of the SOON Program is to provide financial incentives to assist in the purchase of low-emission heavy-duty engine technologies for off-road equipment, including engine repowers, retrofits or vehicle replacements. 

All fleets with a statewide equipment horsepower over 20,000, operate vehicles in the SCAQMD region and consisted of more than 40% Tier 0 and Tier 1 vehicles as of January 1, 2008 must apply for funding*.  

Fleets below 20,000 hp may voluntarily apply for funding

The deadline to submit applications for SOON funding is May 6, 2011

*Some equipment types are excluded from horsepower calculation.  For further clarification, click on the yellow "Regulation Language" button found on CARB's website here, and see the amendments from the December 17, 2010 meeting.  The SOON Program requirements can be found in the last section of the regulation.
