CARB Admits Huge Error! Attend Upcoming Workshops to Learn More.

California Air Resources Board (CARB) has scheduled a series of workshops (see schedule below) to review its most recent NOx and PM2.5 emissions inventories for the Off-Road Regulation. The updated inventories are roughly 20 percent of what they were originally estimated to be when the regulation was initially developed and adopted in 2007. The lower emissions inventory is attributable largely to revised fuel usage data, adjusted equipment load factors and an overall fleet that is smaller and newer than previous CARB estimates.

This startling adjustment should mean significant changes to the Off-Road Regulation. However, CARB still needs to hear from contractors. At the workshops let CARB know if you have had to reduce the size of you fleet and experienced reduced activity. CARB also needs to know if you have additional plans to shrink your fleet in order to comply with the Off-Road Regulation as currently written.

CARB states that “At all of the workshops, staff will provide an update on the changes to the emissions inventories underlying the off-road regulation, the truck and bus regulation and the drayage truck regulation as originally planned.  However, ARB staff needs additional time to evaluate and explore appropriate regulatory proposals and consider their economic impact on affected stakeholders, determine the effect of any changes on emissions over the next decade, and determine how to best protect public health in light of the health impacts of fine particle pollution (PM2.5) currently underway.  Once this work is complete, ARB staff will schedule additional workshops regarding the modified proposals so that we may receive stakeholder feedback and comments on the proposed amendments.
